File Number: 22-520 <br />•Free curbside collection of batteries and cell phones. <br />•Free recycling services to public schools within the L-3 area. <br />•Recycling of materials collected from curbside bulky goods program. <br />•WMAC commercial recycling staff (20-hours per week) to conduct outreach in the L-3 area. <br />•Residential collection of used automobile filters <br />•Up to two (2) 64-gallon recycling carts for bi-weekly collection for residential customers. <br />The District must provide the City with a minimum (1) year notice prior to taking any action to <br />extend any franchise beyond the expiration date. The current franchise and MOU are set to expire <br />on August 31, 2024 unless extended. The District is seeking joint authorization of an MOU with <br />the City prior to approving the extension with Waste Management of Alameda County. <br />Analysis <br />The proposed MOU will extend the contract until December 31, 2037 in conjunction with the <br />extension of the District’s exclusive franchise with Waste Management of Alameda County. <br />In addition to the contract extension, the new agreement includes provisions for: <br />·Providing community cleanup collections of bagged litter up to five times per week, up to <br />two cubic yards per collection. <br />·Providing new labeled refuse, recycling, and green waste carts to all cart customers in the <br />L-3 area at no cost to the customers or to the City. <br />·Ensuring compliance with all requirements of State of California Code of Regulations Title <br />14, Division 7, Chapter 3 or commonly referred to as SB 1383 Short-lived Climate <br />Pollutants (SLCP): Organic Waste Reductions regulations in coordination with the City. <br />The MOU with the District currently generates, for the City, approximately $900,000 in franchise <br />fee revenues to the General Fund, and approximately $40,000 in Alameda County Measure D <br />grant revenues to the Environmental Services fund annually . <br />Previous Actions <br />Resolution No. 2006-061 authorized a first amended Agreement between the City of San <br />Leandro and the Oro Loma Sanitary District and established a franchise fee on refuse services in <br />the L-3 area. <br />Resolution No. 2011-188 authorized the City Manager to execute a memorandum of <br />understanding with the Oro Loma Sanitary District for Refuse, Green Waste, and Recycling <br />Services in the L3 Area. <br />Applicable General Plan Policies <br />·Action 27.01-A: Source Reduction and Recycling Programs <br />·Action 27.01-C: Commercial and Multi-Family Residential Programs <br />·Action 27.01-D: Food Waste Recycling <br />Page 2 City of San Leandro Printed on 8/31/2022
