City of San Leandro <br />Meeting Date: September 6, 2022 <br />Staff Report <br />Agenda Section:File Number:22-494 CONSENT CALENDAR <br />Agenda Number:10.p. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />TITLE:Adopt a Resolution to Approve and Authorize the City Manager to Execute <br />Amendment No. 6 to a Non-Professional Services Agreement with Rubicon <br />Landscape Corporation for Citywide Turf Maintenance for $176,220.44 for Fiscal <br />Year 2022-2023 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council authorize the City Manager to execute Amendment No. 6 to a <br />Non-Professional Services Agreement with Rubicon Landscape Corporation to provide turf <br />maintenance services at City parks and sports fields. <br />BACKGROUND <br />On August 31, 2015, the Public Works Department issued Request for Proposals (RFP) 55027 for <br />Citywide turf maintenance and park area weed abatement. Five firms submitted proposals deemed <br />responsive to the RFP. After review by a committee of internal staff, the five proposals were ranked and <br />Rubicon Enterprises, Inc. (firm changed name to Rubicon Landscape Corporation as part of <br />Amendment No. 2), a Richmond, CA-based firm, was selected based on the firm’s highest score and <br />lowest bid price. The City entered into contract with Rubicon Enterprises, Inc. on March 1, 2016.There <br />were five subsequent amendments to the contract to extend the term, modify services and include cost <br />increases. <br />Analysis <br />If authorized, the existing contract will be extended for the 2022-2023 Fiscal Year at the monthly price of <br />$14,685.04. The new contract price reflects a 14.4% price increase and changes to services as <br />follows: <br />·Increase weed spraying interval from two to three times per year <br />·Decrease aeration and fertilization intervals from three to two times per year <br />·Farrelly Pool services on a 26-week schedule and add maintenance of all site landscaping <br />·Discontinue aeration and fertilization at Chabot Park <br />·Discontinue weed spraying, aeration and fertilization at Floresta Park <br />·Add weed spraying to Siempre Verde Park <br />·Reduce mowing interval at Benedict, Root Park, and Washington Manor Middle School from 52 <br />-weeks to 42-weeks, and reduce edging from 26-weeks to 21-weeks <br />·Discontinue weed spraying at Washington Manor Middle School <br />Page 1 City of San Leandro Printed on 8/31/2022
