1.24.040 <br />D. This project will promote and protect <br />the sound redevelopment of the project area, <br />and the benefits which will result from reme- <br />dying blighted conditions will contribute to <br />the general welfare of the city of San Leandro <br />by: <br />1. Providing for the redevelopment of the <br />central business district to a strong concentra- <br />tion of business and transportation facilities <br />through the development of new parking ar- <br />eas, improved public transportation improved <br />pedestrian circulation and access, and new <br />public facilities and public open spaces; <br />2. Providing for the development of me- <br />dium to high density residential development <br />immediately adjacent to the central commer- <br />cial area where commercial services, em- <br />ployment and public transportation are easily <br />accessible; <br />3. Creating thereby a strong incentive for <br />private rehabilitation and modernization of <br />existing structures and the development of <br />new ones; <br />4. Facilitating the development of under- <br />utilized properties; <br />5. Establishing rules, procedures and <br />guidelines to facilitate and expedite such pri- <br />vate rehabilitation, modernization and new <br />development; <br />6. Establishing a comprehensive design <br />concept and development standards to en- <br />hance and unify the appearance of the project <br />area through guidance and coordination of <br />private and public improvement programs; <br />7. Providing for the redevelopment, in <br />accordance with a precise development plan, <br />of substantial acreage in close proximity to the <br />city's central business district and rapid transit <br />station to medium -to -high density residential <br />uses and employment generating uses includ- <br />ing offices and light industrial business uses; <br />8. Providing for and encouraging the <br />grouping together of such combinations of <br />offices and light industrial uses as are capable <br />of being operated under high standards as to <br />appearances of buildings and the treatment of <br />the land around them and which are unobtru- <br />sive and not detrimental to surrounding resi- <br />dential, office, and commercial uses; and <br />9. Providing for the redevelopment of <br />those lands within the project area but not <br />within the central business district or adjacent <br />areas, which are under-utilized, inappropriate, <br />incompatible, deteriorated or obsolete, as in- <br />dustrial or commercial uses compatible with <br />surrounding uses both inside and outside the <br />project area. (Plaza 2 redev, plan § 3, 1988) <br />1.24.040 Population densities and <br />building intensities. <br />In accordance with the city's general plan, <br />new, permanent residential uses will be per- <br />mitted in locations designated on the land <br />utilization plan, Exhibit 1.28.020. Dwelling <br />unit density will be in accordance with the <br />provisions of the zoning ordinance. In general, <br />residential densities will range from medium <br />density (one dwelling unit per one thousand <br />(1,000) square feet of site area) to high density <br />(one dwelling unit per five hundred (500) <br />square feet of site area). The approximate <br />number of dwelling units that may be devel- <br />oped within the entire Plaza 2 redevelopment <br />project area is nine hundred (900). <br />Existing residences in the project area may <br />continue in use. Residences shall not be re- <br />quired to convert to non-residential use under <br />the provisions of this plan. Individual occu- <br />pancy approval by the agency will not be re- <br />quired for individual dwelling units. All resi- <br />dential occupancies shall comply with the <br />rules and regulations for residential occupancy <br />(San Leandro Redevelopment Agency Stipp. No. I, 10-04) 26 <br />
