heretofore adopted by the agency and any <br />amendments thereto. <br />Existing building intensities will be sub- <br />stantially increased by the implementation of <br />the plan as land covered by one-story build- <br />ings and grade -level parking is cleared to <br />make room for multi -story buildings, pedes- <br />trian plazas, malls and parking areas. Average <br />building height will increase as greater park- <br />ing availability and improved public transpor- <br />tation permit more intensive use of remaining <br />building sites. No building shall exceed the <br />height or coverage limitations specified in the <br />zoning ordinance. Types of building construc- <br />tion permitted by this plan are as set forth in <br />the San Leandro Uniform Fire and Building <br />Codes. (Plaza 2 redev. plan § 5, 1988) <br />1.24.050 Housing —Replacement. <br />Whenever dwelling units housing persons <br />and families of low and moderate income are <br />destroyed or removed from the low- or mod- <br />erate -income housing market as part of a re- <br />development project, the agency shall, within <br />four years of such destruction or removal, re- <br />habilitate, develop or construct, or cause to be <br />rehabilitated, developed or constructed for <br />rental or sale to persons and families of low or <br />moderate income, an equal number of re- <br />placement dwelling units at affordable hous- <br />ing costs. <br />The provisions of this section of the plan <br />apply only to Areas 2.3, 4 and 5 of the project <br />area. <br />The agency, at its discretion, may elect to <br />make the provisions of this section applicable <br />to all or of the project area. (Plaza 2 redev. <br />plan § 6, 1988) <br />1.24.050 <br />1.24.060 Conformance with general <br />plan. <br />This redevelopment plan is consistent with <br />the general plan of the city of San Leandro <br />and will protect and promote sound develop- <br />ment of a blighted area in conformance with <br />the provisions of said general plan. This plan <br />provides for the implementation of those sec- <br />tions of the general plan dealing with circula- <br />tion, open space and land use within the pro- <br />ject area. (Plaza 2 redev. plan § 7, 1988) <br />1.24.070 Nondiscrimination. <br />Every deed, lease, or contract for the sale, <br />lease, sublease or other transfer of land to <br />which the agency is a party in the redevelop- <br />ment project area shall contain the nondis- <br />crimination clauses prescribed by the Califor- <br />nia Community Redevelopment Law. (Plaza 2 <br />redev. plan § 8, 1988) <br />1.24.080 Relocation. <br />Residences and businesses displaced from <br />locations in the Plaza 2 project area, where <br />such displacements are caused by activities of <br />the agency to implement this plan, will be as- <br />sisted in accordance with the provisions of the <br />California Uniform Relocation Assistance Act <br />and the guidelines therefor as adopted by the <br />redevelopment agency. (Plaza 2 redev. plan <br />§ 9, 1988) <br />1.24.090 Miscellaneous. <br />A. Acquisition of Property. The agency <br />may acquire by gift, purchase, lease or the real <br />property in the project area. <br />It is in the public interest and is necessary <br />in order to eliminate the conditions requiring <br />redevelopment, and in order to execute the <br />plan, for the power of eminent domain to be <br />employed by the agency to acquire real prop- <br />erty in the project area. <br />27 (San Leandro Redevelopment Agency Stipp. No. 1. 10-04) <br />
