Grouping of business activities which, <br />in close proximity to one another, are mutu- <br />ally beneficial and development of medium <br />to high density residential uses supportive of <br />business and office activities will be of para- <br />mount importance. The land utilization plan <br />is specifically designed to prevent the in- <br />definite retention or development in the pro- <br />ject area of uses having an adverse influence <br />on the physical cohesiveness of pedestrian <br />shopping and business facilities, offices, <br />light industry and residential development. <br />Location within the project area of permitted <br />uses shall be as shown on land utilization <br />plan, Exhibit 1.28.020. (Ord. 95-06 (part), <br />1995; Plaza 2 redev. Plan § 4(A), 1998) <br />1.28.020 Uses Permitted in Plaza II. <br />A. All uses within the project area are <br />subject to approval by the redevelopment <br />agency, as to design, construction, timing, <br />and continuing maintenance and occupancy <br />and use of private improvements. Regardless <br />of whether a current or proposed use would <br />otherwise comply with the provisions of this <br />plan, approval shall be denied in all in- <br />stances in which the agency determines that <br />the proposed use would create an undue bur- <br />den on public parking facilities or streets <br />within the project area or would not be com- <br />patible with other land uses in the immediate <br />area, or would adversely affect other prop- <br />erty or streets in the immediate vicinity of <br />the project area, or would not conform to <br />improvement standards set forth in this plan, <br />or other improvement plans, specifications, <br />rules or guidelines adopted by the agency, or <br />would create an undue economic burden on <br />the agency or city. <br />B. In carrying out the purposes of the <br />plan, the agency may, from time to time, <br />establish guidelines applicable to the types <br />of uses that permitted by the plan, to insure <br />compliance with the provisions of the land <br />utilization provisions of the plan. Said <br />guidelines shall further clarify the character <br />and operation of certain permitted uses, as <br />appropriate, and shall set forth uses which <br />are not acceptable. Said guidelines may be <br />revised or amended from time to time, at the <br />discretion of the agency, without amending <br />this plan. <br />C. Subject to approval by the agency, <br />the following uses and any uses determined <br />by the agency to be of a compatible nature <br />or similar characteristics, are permitted <br />within the project area: <br />(San Leandro Redevelopment Agency Supp. No. 2, 12-05) 30 <br />
