<br />J: The following uses may be permitted
<br />with agency discretion in areas designated
<br />`'retail sales and office facilities ReO" on the
<br />land utilization plan, Exhibit 1.28.020:
<br />a. Retail sales of primarily new merchan-
<br />dise including, but not limited to, sale of con-
<br />fections, bakery goods, food, drugs, flowers,
<br />gifts, books, furniture, office supplies, hard-
<br />ware, clothes, shoes, cameras, appliances, ra-
<br />dios, television, jewelry, painting, liquor,
<br />paint;
<br />b. Personal service establishments includ-
<br />ing, but not limited to, beauty shops, barber
<br />shops, portrait studios, radio and television
<br />repair, shoe repair, real estate, office machine
<br />repair, auto leasing, tailors;
<br />c. Household and business service estab-
<br />lishments including, but not limited to, inte-
<br />rior decorating, upholstery, automatic laundry,
<br />laundry and dry cleaning pick-up station;
<br />d. Business, professional, administrative
<br />and executive offices including, but not lim-
<br />ited to, offices for doctors, dentists, architects,
<br />attorneys, engineers, public utilities, account-
<br />ants, insurance companies;
<br />e. Financial institutions including banks,
<br />savings and loan companies, finance compa-
<br />nies:
<br />f. Restaurants, taverns to be consistent
<br />with the provisions of the San Leandro Zoning
<br />Code:
<br />g. Parking areas and structures for pas-
<br />senter automobiles:
<br />h. Business and professional schools, in-
<br />cluding beauty academies which do not oc-
<br />cupy the street or ground floor of a building.
<br />i. Lodges, clubs, social and fraternal or-
<br />ganizations, public or quasi -public buildings,
<br />post office;

<br />j. Automotive service station, the activity
<br />of which provides for dispensing of fuel and
<br />petroleum products and minor auto repair ser-
<br />vices, but excludes major auto repair work;
<br />k. Child-care facilities; and
<br />1. Mortuary.
<br />2. The following uses may be permitted in
<br />areas designated "professional office 0" on
<br />the land utilization plan, Exhibit 1.28.020:
<br />a. Professional, administrative and execu-
<br />tive offices, the activities of which do not in-
<br />clude the manufacture, storage, display or
<br />handling of merchandise for sale on the prem-
<br />ises;
<br />b. Medical or dental clinic or laboratory;
<br />c. Any of the following when located
<br />within the same building as a use listed in (a)
<br />or (b); barber shop, beauty shop, retail confec-
<br />tionery, candy or gift store, pharmacy, news-
<br />stand, restaurant or dispensing optician;
<br />d. Parking areas and structures for pas-
<br />senger automobiles;
<br />e. School or studio for teaching art, danc-
<br />ing, dramatics, music or secretarial work;
<br />f. Industrial laboratory or facility special-
<br />izing in the production, assembly and testing
<br />of high technology research systems, such as
<br />biotechnology. Ancillary storage and ware-
<br />housing uses;
<br />g. Site -serving restaurant, or other per-
<br />sonal service facilities of a type necessary to
<br />serve uses permitted herein, provided that ap-
<br />plicant shall, in each instance, demonstrate
<br />that the proposed use is required to support
<br />uses permitted herein:
<br />h. Child-care facilities: and
<br />i. Ancillary residential and retail would
<br />be looked at as part of an overall office use
<br />project.
<br />3.` The following uses may be permitted in
<br />areas designated "residential R" on the land
<br />utilization plan, Exhibit 1.28.020:
