1.32.050 <br />said area. The widening of and related im- <br />provements to portions of Davis Street west of <br />Carpentier Street to the Nimitz Freeway, and <br />San Leandro Boulevard from Davis Street to <br />San Leandro Creek, are also provided for in <br />this plan. Both of these streets are major ac- <br />cess routes to all parts of the project area, the <br />improvement of which is necessary to achieve <br />the objectives of this plan. <br />B. In order to provide for proper utiliza- <br />tion of property to be redeveloped, provide <br />improved access, and improve parking and <br />traffic circulation westerly of San Leandro <br />Boulevard, the following street segments may <br />be vacated or subject to restriction on vehicu- <br />lar traffic (refer to land utilization plan, Ex- <br />hibit 1.28.020): <br />1. Martinez Street between West Estudillo <br />Avenue and Thornton Street; and <br />2. Thornton Street between Martinez and <br />Alvarado Streets. <br />C. Provisions shall be made to reduce the <br />dependency on private transportation and en- <br />hance the availability of public transit as a <br />means of access to and departure from the <br />project area. These provisions shall include <br />incorporating in the design of project ele- <br />ments, to the extent possible and within eco- <br />nomic feasibility, features which will maxi- <br />mize access to bus and rail rapid transit, such <br />as pedestrian bridges or overcrossings over <br />major thoroughfares and improving levels of <br />street lighting along major streets and key pe- <br />destrian corridors connecting places of em- <br />ployment, retail sales and dwelling units with <br />public transit facilities.
