lump sum, partial or periodic payment over a <br />period of years. <br />E. The obligation of the agency, under <br />such contract, shall constitute an indebtedness <br />of the agency for the purpose of carrying out <br />the redevelopment of the project area, which <br />indebtedness may be made payable out of <br />taxes levied in the project area and allocated <br />to the agency under subdivision (b) of Section <br />33670 of the Health and Safety Code or out of <br />any other available funds. <br />F. In a case where such land has been or <br />will be acquired by, or the cost of the installa- <br />tion and construction of such building, facil- <br />ity, structure or other improvements has been <br />paid by a parking authority, joint powers en- <br />tity or other public corporation to provide a <br />building, facility, structure or other improve- <br />ment which has been, or will be, leased to the <br />city, such contract may be made with, and <br />such reimbursement may be made payable to <br />the city. (Plaza 2 redev. plan § 10(A), 1988) <br />1.32.020 Parking facilities. <br />This plan will create new public off-street <br />parking spaces located in the areas of greatest <br />need in the project area. The locations of these <br />parking areas are as indicated on the land <br />utilization plan, Exhibit 1.28.020, or the park- <br />ing and open space plan, Exhibit 1.28.030. <br />(Plaza 2 redev. plan § 10(B), 1988) <br />1.32.030 Pedestrian access. <br />A. The plan provides for improved pedes- <br />trian access from public transportation termi- <br />nals, residential development within the pro- <br />ject area and parking areas to shops and of- <br />fices. and involves the following types ofpub- <br />lic improvements: <br />I. Public sidewalks and plazas to the rear <br />of existing commercial blocks and adjacent to <br />off-street parking areas; <br />1.32.020 <br />2. Public sidewalks adjacent to public <br />streets; <br />3. Arcades, fountains, benches, landscap- <br />ing and other amenities on principal sidewalks <br />as appropriate; <br />4. Public crossblock malls to connect off- <br />street parking areas to commercial frontages; <br />5. Provisions for safe, convenient and un- <br />assisted movement of physically handicapped <br />persons; and <br />6. Elevated pedestrian crossings where <br />surface traffic makes pedestrian crossings at <br />street level hazardous or otherwise inappro- <br />priate. <br />B. All buildings with direct access to an <br />off-street parking area will be required to pro- <br />vide private customer and employee entrances <br />to said parking area in conjunction with pri- <br />vate rehabilitation work. The agency may <br />grant an exception to this provision if the <br />property owner or lessee demonstrates that <br />compliance with the requirement would result <br />in extreme difficulty and unnecessary hard- <br />ship to the owner or lessee and would fail to <br />serve the purposes of this section. <br />C. The emphasis on better pedestrian ac- <br />cess will be on appearance as well as conven- <br />ience. The specific objective is the creation of <br />a pleasant environment, separate and distinct, <br />to the greatest extent possible, from automo- <br />bile and truck traffic. <br />D. The locations of pedestrian malls and <br />plazas and public open spaces are as indicated <br />on the parking and open space plan, Exhibit <br />1.28.030. (Plaza 2 redev. plan § 10(C), 1988) <br />1.32.040 Traffic improvement. <br />A.
