Reserving and excepting therefrom, pursuant to the provisions of Section 8340 of <br />the Streets and Highway Code an easement and right-of-way to construct, maintain, <br />operate, replace, remove, renew and enlarge sanitary sewers, storm drains and public <br />utility services now existing in a portion of said area, including all necessary and <br />convenient appurtenant structures and incidental purposes thereto, including access. <br />The San Leandro Planning Commission on July 12, 2001 has found that the <br />proposed vacation conforms to the requirements of the San Leandro General Plan. <br />A street vacation is exempt from CEQA because there is no potential for causing <br />a significant effect on the environment. <br />Section 2.
