On November 6, 1995, the city council <br />approved the designation of a survey area to <br />study the potential for a West San Lean- <br />dro/MacArthur Boulevard Redevelopment <br />project area. The city council found that the <br />West San Leandro/MacArthur Boulevard sur- <br />vey area exhibited economic and physical <br />blighting conditions sufficient to warrant fur- <br />ther study. <br />B. In November of 1996, the city council <br />appointed a citizen advisory committee to <br />gather information and determine whether <br />redevelopment would be an effective tool to <br />improve the survey area to help San Leandro <br />maintain a competitive edge in the regional <br />economy. The committee consisted of stake- <br />holders within and around the study area in- <br />cluding members of the business community, <br />property owners, bankers, brokers and others <br />with development expertise. <br />C. In October of 1997. the committee pre- <br />sented its preliminary report to the council for <br />consideration. The council approved the <br />committee's recommendation to undertake a <br />series of public outreach meetings and incor- <br />porate the concerns and suggestions raised in <br />these meetings into its final report. <br />D. On May 12, 1998, the final report of <br />the citizen advisory committee was presented <br />3.04.010 <br />to the council. It recommended that the city, <br />acting as the redevelopment agency, proceed <br />with establishing a redevelopment project <br />area. A redevelopment advisory committee <br />(RAC) was elected in December of 1998 to <br />assist in the redevelopment planning process. <br />E. The selection of project area bounda- <br />ries were guided by: <br />1. Physical and economic conditions in <br />the project area, <br />2. Requirements of Community Redevel- <br />opment Law Section 33320.1 which requires <br />that project areas be blighted and predomi- <br />nantly urbanized, <br />3. Policies of the general plan of the city <br />of San Leandro, and <br />4. Direction from the city council plan- <br />ning commission, property owners and citizen <br />advisory groups. <br />F. On September 10, 1998, the planning <br />commission approved a resolution adopting <br />the preliminary plan for the redevelopment <br />plan in accordance with Section 33324 of the <br />Health and Safety Code. <br />G. On March 1, 1999, a preliminary report <br />to affected taxing entities was presented to the <br />redevelopment agency. The report summa- <br />rized staffs findings regarding conditions in <br />the project area (including blight and financial <br />analyses) and contained proposed project in- <br />formation as required by law. The redevelop- <br />ment agency approved the report for distribu- <br />tion to all affected taxing entities. (Ord. 99- <br />025 § 101. 1999) <br />3.04.020 General. <br />This is the redevelopment plan for the West <br />San Leandro/MacArthur Boulevard redevel- <br />opment project (the "project area") in the city <br />of San Leandro (the "city"), county of Ala- <br />meda, state of California.
