13. Peluso, on behalf of himself and herself, his and her heirs, legal <br />representative, successors and assigns, hereby release, defend and hold harmless the <br />City and its officers, agents, employees, legal representatives, successors and assigns, <br />from all outstanding debts, claims, demands and causes of action, present or future, <br />known or unknown, which third parties had, have, or may have against Peluso, Par - <br />Mar Incorporated, and the Blue Dolphin, arising out of the Lease, the Forbearance <br />Agreement, or this Agreement to Terminate the Lease, Assign Rights and Quitclaim. <br />14. This Agreement shall be governed by the laws of the State of California. <br />15. This Agreement represents the entire understanding of the parties and <br />supersedes all previous oral and written communications or agreements. <br />16.
