Jennifer Frye, my contact, has been in the business for 30 <br />years. She said that in 30 years, she has never recorded a Preliminary Change of <br />Ownership Report (PCOR) for a governmental institution. She said that she does it all <br />the time for private entities, so is familiar with them. She thinks that requiring that the <br />City record this document with our deeds must be a new rule, or perhaps there is new <br />staff at the County. <br />She said that she will be happy to start handling them for us, and will record one <br />with each new recording she does for the City from now on. Unfortunately, she <br />recorded another deed for me this morning (actually for the Redevelopment Agency - <br />{Regency Centers easement}), and it did not have a PCOR. <br />She also said that for all of the documents recorded without a PCOR, we cannot file a <br />form until we get one from the County. I thought we could be more pro -active and get <br />them filed for everything I've purchased in the last two years. Anyway, I should <br />receive more of these letters from the County as the months go by. <br />I sent the letters I have now to Jennifer and she will complete them and return them to <br />me for John's signature. I will provide copies for your files once John signs them. And, <br />as I told Marian, in the future, I will attach the PCOR to the recorded deed for your <br />information and use when you request a cancellation in taxes. <br />Thanks all. <br />5/13/2005 <br />
