<br />Consulting Services Agreement between City of San Leandro and Last revised 07/02/2021 <br />Rincon Consultants for Housing Element Update and EIR Exhibit A – Page 1 of 21 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />Task A. Project Initiation, Management, and Coordination <br />Project Initiation and City Tour <br />Upon authorization to proceed, Rincon will facilitate a kickoff meeting and city tour, if desired, <br />with City staff. The purpose of the kickoff meeting is to discuss data needs and in itial <br />community issues and opportunities, set project expectations, and explain our proposed <br />approach to the various components of the work program. The kickoff meeting is envisioned as <br />a two-hour event followed by a citywide tour, if desired. <br />Following the kickoff meeting and conducted in a way deemed safe per COVID-19 conditions at <br />the time of project initiation, the Rincon team and City staff will tour the city in individual <br />vehicles to explore key underutilized, vacant, and opportunity areas of focus as part of the <br />Housing Element update. The citywide tour is envisioned as a half-day (four hours) event, with <br />COVID-compliant procedures if the team leaves the vehicles at any time during the tour. <br /> <br />Project Management and Coordination <br /> <br />Ms. Kremin will serve as the main point of contact with the City and track the project schedule <br />and budget to ensure that we stay within their respective parameters. As project manager, she <br />will regularly communicate with the City via telephone and email and will proactively i dentify <br />any potential issues that arise. If issues arise that may affect the project schedule or budget, <br />Rincon will immediately communicate this to the City and determine a mutually agreeable <br />course of action for resolution. The Project Manager and the Principal in Charge will help <br />ensure quality control by reviewing all work products before they are sent to the City. As part of <br />this assignment, Ms. Kremin and/or our Housing Team lead, Ms. Weatherby, will participate in <br />and/or conduct bi-weekly check-in conference calls with City staff, and pertinent consultant <br />team members as needed, to review project statuses, milestones, and project needs and <br />concerns. We have found such meetings to be essential in ensuring timely project execution. <br />Through these regular check-in calls, we will proactively identify project issues, immediately <br />bring those issues to the attention of City staff, identify potential solutions, and coordinate with <br />City staff as to the best course of action.
