Community Outreach and Engagement <br />We understand that the City values community input and engagement. Gaining the attention <br />and participation from a broad -based, diverse, and significant representation of San Leandro <br />residents will require a strong community outreach and engagement plan. The Rincon team will <br />develop a tailored community outreach plan providing at least four opportunities for <br />involvement throughout the plan development process with engagement strategies that <br />encourages participation broadly with all members of the San Leandro communi ty and makes <br />diversity, equity, and inclusion critical priorities. <br />During the initial planning phase, the project team will be gathering data to evaluate existing <br />housing programs and completing an analysis of the city’s existing, projected, and special <br />housing needs. During this time the project team will develop the community outreach and <br />engagement plan, stakeholder database, webpage content and branded communication <br />materials for both digital and print distribution. To build broad-based community awareness <br />and encourage participation in plan development, the Rincon team will develop advertising and <br />promotional strategies for both broad-base and targeted awareness especially within the <br />under-represented, disadvantaged communities. <br />Our team will host an early virtual community workshop via Zoom, a web-based platform, and <br />will use online collaborative engagement tools such as Miro and live polling to identify and <br />understand the needs and priorities of the community. This live workshop will be followed up <br />with a digital community survey hosted on the project webpage which allow for additional <br />community-wide participation over the course of two weeks. <br />Once preliminary opportunity sites are identified, the project team will develop a branded <br />interactive community engagement exercise which will allow community members to “fill in the <br />gaps” of housing needs by providing their thoughts on where and how many dwelling units <br />should go on which opportunity sites. Depending on current public health COVID -19 guidelines, <br />the project team would create an interactive map-based activity in either digital or print form <br />which will allow community members to provide input on opportunity sites. <br />Using a web-based platform such as Konveio our team will create a visually rich overview of the <br />draft plan which will provide important highlights of and allow for community members to <br />comment on the draft plan. <br />Participatory Mapping <br />Rincon will prepare an interactive digital map <br />that will allow constituents and stakeholders to <br />provide comments directly onto an interactive <br />map of the project. The map is a fun, interactive <br />way for stakeholders to drop comments on <br />specific locations on the map or provide overall <br />feedback for the project as a whole.
