The Safety Element table of contents (including figures, tables, and charts), <br />glossary, and index will be updated as appropriate to reflect changes made throughout the <br />document. If required, Rincon will submit the Public Review Draft Safety Element to CALFIRE <br />for review and facilitate the ongoing consultation with the agencies to ensure compliance with <br />all State guidelines and requirements. The final version of the Safety Element will be provided <br />as digital files (Word and PDF), and no hard copies have been assumed. <br />Deliverables <br />▪ One electronic copy of the Draft Safety Element <br />▪ One electronic copy of the Public Review Draft Safety Element <br />▪ One electronic copy of the Final Safety Element <br />Environmental Justice Element <br />Existing Conditions Analysis <br />Low-income communities along with communities of color are often disproportionately <br />burdened with pollution and its associated health risks. In 2016, the State of California signed <br />SB 1000 into law, aiming to address inequitable distribution of pollution and its associated <br />health risks specifically in low-income communities and communities of color. SB 1000 <br />amended Government Code Section 63502, requiring both cities and counties to incorporate <br />environmental justice policies and programs into their general plan if two or more elements are <br />being updated and/or revised concurrently, and if the jurisdiction identifies any disadvantaged <br />communities present within the jurisdiction’s planning area boundaries. Cities and countie s can <br />address environmental justice by either adopting a separate environmental justice element or <br />by integrating environmental justice goals, policies, and objectives throughout other general <br />plan elements. <br />Rincon will work with the City to develop the most appropriate method to identify <br />disadvantaged communities, which may involve social mapping tools such as CalEnviroScreen <br />provided by the California Environmental Protection Agency. This process will also involve the <br />characterization of the major challenges that San Leandro’s disadvantaged communities face, <br />such as adverse air quality caused by industrial activities or inadequate access to regional <br />transportation. Rincon will then develop policies address issues that adversely disadvantaged <br />communities. <br />Environmental Justice Element <br />The Environmental Justice Element will define and identify disadvantaged communities in San <br />Leandro, strive to understand the unique and disproportionate challenges faced by these <br />communities, and guide the city’s efforts to address issues related to social equity and <br />environmental justice.
