In addition, this element will offer goals and policies on promoting meaningful <br />community engagement among disadvantaged communities and recommendations to improve <br />existing programs that promote equity and inclusiveness in the decision-making process. As <br />social equity and environmental justice are interconnected to many other components of the <br />General Plan, policies developed for this element will be tied to those in other elements, such <br />as the Land Use Element and Public Safety Element. <br />Rincon will prepare the Environmental Justice Element for the City. We anticipate up to two <br />rounds of review of the element. Each draft will be submitted electronically only and we will <br />respond to compiled, tracked changes from the City. The Environmental Justice Element table <br />of contents (including figures, tables, and charts), glossary, and index will be updated as <br />appropriate to reflect changes made throughout the document. The final version of the <br />Environmental Justice Element will be provided as digital files, and no hard copies have bee n <br />assumed. <br />Deliverables: <br />▪ One electronic copy of the Draft Environmental Justice Element <br />▪ One electronic copy of the Public Review Draft Environmental Justice Element <br />▪ One electronic copy of the Final Environmental Justice Element <br />Task K. Zoning Map and Zoning Code Amendments <br />Following preparation of the Administrative Draft Housing Element, the Rincon team, led for <br />this task by Miller Planning Associates, will prepare a list of municipal code sections that will <br />need to be amended to maintain consistency with updated Housing Element programs and <br />identified General Plan amendments. Changes to the municipal code will need to address the <br />development of new residential zones or any re -zoning or upzoning that are required to <br />accommodate the City’s RHNA allocation. At the same time, the Rincon team will seek to avoid <br />extraneous zoning amendments by accommodating Housing Element growth and sites within <br />existing zoning allowances when possible. The list will prioritize changes to those codes that <br />would result in the most widespread housing development potential prioritized over changes <br />that would not have as much impact. Rincon will also prepare land use map and Zoning Map <br />amendments as required to implement the policies and programs set forth in the Housing <br />Element Update. We assume one round of review on the memorandum, maps and <br />amendments. <br />Deliverables: Draft and Final Zoning Code Recommendations Memorandum, Revised Zoning <br />Maps, Draft Zoning Code Amendments <br />Task L. Draft Housing Element and Public Hearings <br />Administrative Draft Housing Element <br />The Rincon team will prepare the administrative draft Housing Element based on analysis, <br />research, and comments/discussions from the previous tasks.
