<br />Consulting Services Agreement between City of San Leandro and Last revised 07/02/2021 <br />Rincon Consultants for Housing Element Update and EIR Exhibit A – Page 14 of 21 <br />Public Hearings <br />The Rincon team will attend a Planning Commission meeting and a City Council meeting to <br />discuss and adopt the City’s 6th Cycle Housing Element. <br />The RFP acknowledges the potential for additional City meetings. The Rincon team attendance <br />at these meetings will be billed on a time and materials basis at current rates, as shown in our <br />cost sheet and rates. The cost of our attendance at subcommittee meetings will vary depending <br />on the level of consultant team involvement and the topic at hand. A per meeting cost per firm <br />is anticipated to range from $1,200 to $2,5 00. <br />Deliverables: Final Housing Element, Reports, Resolutions, Presentations, and <br />Correspondence <br />Task N. CEQA Documentation <br />The Rincon team will prepare the required CEQA review for the project. Prior to finalizing the <br />scope of the CEQA document, the Rincon team will review certified EIRs to see if an addendum <br />or supplemental document could be prepared. We will discuss our recommended approach <br />with the City before commencing this task. For purposes of budget, we scoped the following <br />subtasks to prepare a standalone EIR. <br />Notice of Preparation and Scoping Meeting <br />The Rincon team will draft a Notice of Preparation (NOP) in consultation with City staff. The <br />NOP will include a brief description of the scope of the project, a map of the opportunity sites, <br />and instructions for submitting comments, as well as other CEQA -required information. The <br />Rincon team will submit a final PDF copy of the NOP to City staff for posting on its website and <br />for distribution to public agencies. We assume the City will distribute the NOP. The Rincon team <br />will upload the NOP to the State Clearinghouse/Office of Planning and Research using their <br />online platform (no printed copies are currently needed for this filing), and will file the NOP <br />with the County Clerk. <br />During the 30-day public scoping period for the NOP, the Rincon team and City staff will <br />conduct a public scoping meeting to introduce the CEQA process and timeline, and to obtain <br />input on the EIR scope. The Rincon team will summarize the comments into general themes to <br />be addressed in the EIR. This scope assumes no transcript of verbatim comments will be <br />provided. <br />Administrative Draft EIR <br />The Rincon team will prepare an administrative draft EIR in compliance with CEQA <br />requirements, comments on the NOP, and information from other relevant documents <br />completed by the City in recent years. Each topical section in the environmental analysis will be <br />introduced with a brief statement of its context in the EIR. The setting for each topical section <br />of the EIR will describe existing conditions relevant to the topic and provide the groundwork for <br />impact analysis. The Rincon team will clearly state the thresholds used to determine the <br />significance of project impacts and will include thresholds in the CEQA Guidelines, Appendix G, <br />City guidelines (as applicable), and existing regulatory standards, where applicable.
