To prepare an EIR <br />that meets the needs of the City and complies with CEQA, the EIR will include the following <br />sections: <br />▪ Executive Summary. This section will provide a summary of the entire EIR, including a <br />summary of impacts and mitigation measures in matrix format. <br />▪ Introduction and Environmental Setting. The introduction will describe the purpose of the <br />EIR, the scope of issues to be addressed, and present the organization of the report. This <br />section will include a discussion of areas where the project was found to have no impacts. <br />▪ Project Description. The project description will contain the City’s objectives for th e project, <br />a summary of goals, policies, programs, development regulations, and a graphical depiction <br />of the proposed opportunity sites. <br />▪ Analysis, Impacts, and Mitigation Measures. Analysis of impacts will include four main <br />components: <br />− Setting: description of current conditions with respect to the issue in question, <br />including the existing regulatory environment <br />− Impact analysis: discussion of potentially significant effects of the proposed project; <br />impacts are typically compared to established “thresholds of significance.” <br />− Programmatic mitigation measures: methods by which significant effects can be <br />reduced or eliminated <br />− Level of significance after mitigation: discussion of whether proposed mitigation <br />measures would reduce impacts to less than significant <br />▪ Alternatives. The EIR will consider up to two alternatives to the proposed project, including <br />the “no project” alternative. The alternatives analysis will be less detailed than the project <br />analysis but will identify the magnitude of each impact and associate d mitigation <br />requirements. The Rincon team will work with City staff to develop a reasonable alternative <br />that will meet most of the project’s objectives and reduce or avoid impacts to the <br />environment. <br />▪ Other Required CEQA Issues. The EIR will provide, in addition to the sections discussed <br />above, all other required CEQA issues, including areas of known controversy, growth <br />inducement effects, and significant unavoidable impacts. <br />The EIR will address all issue topics listed in CEQA Guidelines Appendix G. These issues, which <br />will be analyzed in a programmatic framework, will include: <br />Aesthetics. The aesthetic analysis will consider such issues as alteration of public views, <br />changes in visual character, and increased light and glare. The analysis will focus on mai ntaining <br />the existing visual character within the city. The analysis will also consider consistency with <br />relevant City thresholds and documents addressing design and development standards. We will <br />refer to the Objective Design Standards to be adopted fall 2021. <br />Air Quality. This section will be prepared in accordance with Bay Area Air Quality Management <br />District (BAAQMD) Guidelines. Both temporary construction effects and long -term regional <br />effects will be considered.
