WEST <br />To the Honorable City Council CITY CLERK <br />City of San Leandro <br />Subject: Necessity for the Location and Construction of Neptune <br />Drive Southerly of Davis Street in the City of San Leandro <br />DESCRIPTION OF PROJECT: <br />The proposed project consists of acquiring right of way and the incremental <br />construction of Neptune Drive extending northerly from the current northerly <br />terminus of the Neptune Drive right of way within Tract 3236, through the Oakland <br />Scavenger Company and Hohener Meat Company properties, a distance of approximately <br />1/2 mile to Davis Street. <br />The Neptune Drive extension is proposed to be a 2-lane roadway, widened to <br />provide a median turn lane at the future Oyster Bay Regional Park entrance and <br />widened to 4 lanes between Davis Street and Oakland Scavenger Transfer Station's <br />driveway. It will be designed to accommodate low speeds of about 25 mph. The <br />plan also calls for on -street bicycle lanes on each side and a sidewalk on the <br />east side. The proposed alignment is shown on Figure 1. <br />PURPOSE OF PROJECT: <br />The purpose of this project is to complete the roadway system according to <br />the Circulation Element of the City's General Plan. Included but not exclusively, <br />are some of the purposes for which this street serves: <br />General traffic circulation within the area. The completion of Neptune <br />Drive according to the City's General Plan, will improve overall traffic <br />circulation within this area of the community. <br />2. It will provide access to abutting properties; namely, access to the pro- <br />posed Oakland Scavenger Transfer Station, access to the rear portion of <br />Hohener Meat Company land, and access to the proposed Oyster Bay Regional <br />Park. It will also facilitate access to present unimproved industrial <br />property within Tract 3236. <br />3. The extension of Neptune Drive to Davis Street will improve the safety <br />and security to nearby properties by providing more than one route for <br />fire, police and other emergency vehicles to travel in reaching these <br />properties. <br />Jack D.
