Section 12. That all protests, oral or written are hereby over- <br />ruled. <br />Section 13. That this City Council takes official notice of the <br />General Plan and all the elements thereof; the Project Plans and Reports <br />of the Redevelopment Agency to the City Council regarding the Plaza I <br />Project; the Plaza I Redevelopment Plan; the Final EIR for the Plaza I <br />Redevelopment Plan; the Engineer's Report regarding Vacation of West <br />Estudillo Avenue, West Joaquin Avenue and Washington Avenue; the Master <br />Plan of Streets and Official Plan Lines, including all matters relating <br />to the Callan Huff Connection; the proceedings of this City Council on <br />July 16, 1979; the provisions of Chapter a.l of Title V of the San <br />Leandro Municipal Code; the provisions of the Community Redevelopment <br />Law; and all ordinances, resolutions, reports and notices of the City <br />of San Leandro pertaining to the same. <br />Section 14. That the herein described portions of West Estudillo <br />Avenue, Washington Avenue and West Joaquin Avenue as public streets, <br />located within the City of San Leandro are unnecessary for present or <br />prospective public use and that the public purposes will be served by <br />the vacation thereof and the following portions of West Estudillo Avenue, <br />Washington Avenue and West Joaquin Avenue are hereby vacated: <br />Real property in the City of San Leandro, County of Alameda, <br />State of California, being a portion of West Joaquin Avenue <br />formerly Hepburn Street, a portion of West Estudillo Avenue, <br />formerly Ward Street, and a portion of Washington Avenue, <br />formerly Watkins Street, as said streets are shown on the <br />Map of the Town of San Leandro, filed February 27, 1855 in Book <br />2 of Maps, at page 43 and Recorded by Order of the Board of <br />Supervisors on June 14, 1870, in Book 1 of Maps, at page 19, <br />Alameda County Records, and being further described as follows: <br />- 4 - <br />
