Community Redevelopment Law (§333000 et seq. Health and Safety Code). <br />Section 6. That a final EIR has been prepared, determined to be <br />adequate and approved by the Agency and City for the Plan. This <br />Council determines that the vacation of portions of the subject streets <br />is pursuant to and in furtherance of the Plan and by virtue of 521090 <br />of the Public Resources Code is deemed a single project with the Plan. <br />Section 7. That as set forth in the Engineer's Report, the <br />streets in the vicinity of the Project Area have adequate capacity to <br />handle all vehicular traffic present or anticipated. Construction of <br />the Callan -Huff bypass budgeted for FY 80-81 will divert traffic from <br />west bound Estudillo (and West Estudillo) to Davis Street. The Plan <br />calls for improvements and new signalization in the Project Area per- <br />imeter streets to further aid circulation. <br />Section 8. That the restriction of vehicular traffic on West <br />Estudillo will improve pedestrian safety between San Leandro Boulevard <br />and Hays Street. <br />Section 9. The Plan makes adequate provision for non -motorized <br />transportation through and around the proposed project. <br />Section 10. That of the property which abuts the portions of <br />streets to be vacated, all are owned by the Redevelopment Agency, or <br />the City of San Leandro with the exception of one parcel and the owner <br />of such parcel has consented to such vacation. The property which con- <br />stitutes the vacated portions of the subject streets is owned by the <br />City or Agency in fee. <br />Section 11. That it is necessary to serve the public interest, <br />convenience and necessity to reserve a public utility easement in a <br />portion of West Estudillo Avenue as hereinafter described. <br />
