City of San Leandro <br />City Council <br />Meeting Date: October 17, 2022 <br />Agenda Number: 10.c. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 22-586 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute a Consulting Services <br />Agreement with Terraphase Engineering for $37,290 to Conduct a Climate Vulnerability Assessment <br />and Flooding Plan for the Tony Lema Landfill Site <br />COUNCIL PRIORITY <br />·Sustainability & Resiliency <br />SUMMARY & RECOMMENDATION <br />Staff recommends that the City Council approve and authorize the City Manager to execute the attached <br />resolution that would facilitate a consulting services agreement with an existing vendor (Terraphase <br />Engineering) to conduct a climate vulnerability assessment and flooding plan for the Tony Lema Landfill, <br />in an amount not to exceed $37,920. If adopted, this agreement would enable the City to meet the <br />mandated requirements of the San Francisco Regional Water Quality Control Board that such plans be <br />developed for all landfills throughout the region that are located adjacent to San Francisco Bay. <br />BACKGROUND <br />The California Regional Water Quality Control Board for the San Francisco Bay Region has found there <br />are more than 30 landfills located immediately adjacent to San Francisco Bay, including the Tony Lema <br />Landfill in San Leandro. These Bayfront landfills are inherently vulnerable to sea level rise (SLR), extreme <br />storm events, king tides, and groundwater rise which can occur when higher sea levels cause shallow <br />water tables to rise. <br />The Water Quality Control Board has amended the Regional Water Board Orders to require dischargers <br />to submit a climate change vulnerability assessment and adaptation plan for the landfill sites. The plan <br />must identify strategies for the long-term protection of the landfill from flooding and inundation due to <br />SLR, groundwater rise, and extreme climate/weather events. This long-term protection plan is due 180 <br />days after the adoption of the Order (October 12, 2022) and must be updated every 5 years thereafter. <br />In addition, planning for sea level rise and flooding was identified as an action item in the City’s 2021 <br />Climate Action Plan as an adaption strategy for improving community-wide preparation and response to <br />hazardous conditions. There are currently no sea level rise adaptation plans for the Tony Lema landfill <br />area. <br />Analysis <br />Terraphase Engineering is a consultant with an existing contract with the City’s Public Works Department <br />for an environmental design and permitting project at the Treatment Wetlands, and this project <br />represents a logical expansion of that existing contract. They not only have the capabilities to conduct the <br />climate vulnerability assessment and prepare the protection plan within the narrowly prescribed <br />mandated timeline, but also are deeply familiar with the site and highly specialized regulatory <br />requirements involved with performing the assessment, thereby making them uniquely qualified to <br />perform the work successfully. <br />Previous Actions <br />Page 1 City of San Leandro Printed on 10/13/2022
