IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2022-181 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE <br />AND AUTHORIZE THE CITY MANAGER TO EXECUTE A CONSULTING <br />SERVICES AGREEMENT WITH TERRAPHASE ENGINEERING AND RELATED <br />APPROPRIATION FROM FOR THE DEVELOPMENT OF A CLIMATE <br />VULNERABILITY ASSESSMENT AND FLOODING PLAN FOR TONY LEMA <br />LANDFILL THROUGH JUNE 30, 2023 FOR A TOTAL NOT TO EXCEED AMOUNT <br />OF $37,290 <br />WHEREAS, the California Regional Water Quality Control Board for the San Francisco <br />Bay Region has more than 30 landfills that are located adjacent to the San Francisco Bay, <br />including the Tony Lema landfill site in San Leandro, making them inherently vulnerable to sea <br />level rise, groundwater rise, extreme storm events, and king tides; and <br />WHEREAS, on October 12, 2022, the Water Quality Control Board for the San <br />Francisco Bay Region amended the Regional Water Board Order to require dischargers to submit <br />a climate vulnerability assessment and adaptation plan for landfill sites; and <br />WHEREAS, this long term protection plan is due 180 days after the adoption of the <br />Water Board Order amendment; and <br />WHEREAS, there are time constraints to conduct a competitive bid process due to the <br />timeline of the Regional Water Board amendment; and <br />WHEREAS, Terraphase Engineering has provided the City Council and the City's <br />administration with excellent service in engineering and environmental assessment as an existing <br />vendor for Public Works; and <br />WHEREAS, a budget appropriation of $37,290 would be required from the Shoreline <br />Enterprise Golf Course Fund's undesignated fund balance and would be authorized by adoption <br />of this resolution; and <br />WHEREAS, Terraphase Engineering has agreed to the terms of the contract pending <br />Council approval; and <br />WHEREAS the City Council is familiar with the contents of the agreement; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as <br />follows: <br />That said agreement is hereby approved and execution by the City Manager is hereby authorized. <br />RESOLUTION NO. 2022-181 <br />
