CITY ENGINEER'S REPORT <br />ON <br />CITY ATTORNEY'S OFFICE <br />VACATION OF A PORTION OF AN <br />S EP 111979 <br />EASEMENT FOR PUBLIC ROADWAY PURPOSES <br />CITY OF SAN LEANDRO <br />(LORENZO AVENUE) <br />1. Lorenzo Avenue was offered as an easement for public roadway purposes <br />and accepted by the County of Alameda by Resolution 27433, adopted on <br />January 16, 1934. <br />2. Various utilities including electrical, communications, gas and water <br />exist within the proposed abandonment area. <br />3. Several serving utilities have requested that portions of Lorenzo <br />Avenue be maintained as a public utility easement. Since it is not <br />economically feasible to move existing utilities from within the <br />abandonment area, I recommend that the entire abandonment area be <br />retained as a public utility easement. The property owners, who will <br />benefit by the City's abandonment of this roadway, are aware of and <br />agree to our recommendation for retention of a public utility easement. <br />The easement area must be kept free of development structures but may <br />be used for parking or other open space uses. <br />4. The abutting property owners have requested the subject abandonment. <br />Their intention is to acquire title so that this area can be available <br />for use as open space, access, and/or parking for future development of <br />adjacent property. All of these uses can be allowed within the public <br />utility easement. <br />If and when the subject abandonment is completed, and the property is <br />developed, the City of San Leandro will require that the developer <br />accomplish the following as conditions of development: <br />(1) The two existing utility pole lines within the easement shall <br />be combined into one. <br />(2) Secondary power lines shall be undergrounded. <br />(3) Cable T.V. lines shall be undergrounded. <br />(4) Telephone lines shall be undergrounded. <br />(5) An existing telephone guy pole shall be removed if determined <br />feasible. <br />(.6) Curb, gutter and sidewalk shall be built along Washington Ave. <br />
