These island pro- <br />visions expire in three years and there are several islands getting the attention <br />Of cities and owners at this time. Thus, it is important to deal with these <br />"island" areas on a timely basis. <br />Currently, the staff is revising the Alameda County Local Agency Formation Com- <br />mission procedures and standards to utilize MORGA, but in advance of their com- <br />pletion, it is suggested that the Commission consider a few of the more signi- <br />ficant procedures to establish relevant policy at an early stage. This report, <br />then, suggests some of the policies/procedures applicable to the "island annex- <br />ation" procedures. <br />As defined in MORGA, the following criteria must be met for an area to be <br />considered an island: <br />• Does not exceed 100 acres in area, and that constitutes the <br />entire island. <br />• Is surrounded or substantially surrounded. <br />• Is substantially developed or developing. <br />0 Is not prime agricultural land. <br />• Has already or will benefit from the annexation. <br />To determine "substantially developed or developing," the following additional <br />criteria shall be considered: <br />- Availability of public utility services. <br />- Presence of public improvements. <br />- Appropriate zoning to authorize placement of improvements. <br />- Presence of physical improvements upon the land in the island. <br />With this information, it is clear that numerous conditions are required for <br />the area to meet the test of being an island. First among the suggested policies, <br />then, is that the affected city (generally also the applicant) be required to <br />furnish sufficient information and documentation to enable the Commission to make <br />the findings that the area is truly an island.
