M AY 5 1972 <br />LEAN"RO <br />Jack Maltester, Mayor <br />City of San Leandro <br />Dear Mayor Maltester: <br />Frederick A. <br />1275 Montrose <br />San Leandro, <br />May 30, 1972 <br />Grimes <br />California <br />A copy of the letter from Eden Hospital dated May 18, <br />addressed to you has been forwarded to me by the President <br />of the Bay-O-Vista Improvement Association. As an interested <br />citizen I would like to submit the following comments. <br />To use two comments out of the report by the survey team <br />of the Joint Commission on accreditation, to justify a 4.7 <br />million dollar tax assessment is really not understandable. <br />Since they are using this survey to justify this huge expendi- <br />ture the board should make the complete report available to you <br />and community. The first quote; "l. Corridors should be kept <br />free of obstructions" is a standard requirement dictated by the <br />NFP - code, a requirement of the State Local and Fire code as well. <br />The Joint Commission uses the 1967 defenition of the NFP as a <br />standard. I'm sure if you could examine the report of the survey <br />team for past years at Eden Hospital you would find this same <br />admonition in fact you will find in on the report for Doctors, <br />Laurel Grove, Levine Memorial, and any hospital in the area. Mr. <br />Maltester it is necessary to see the total report of the survey <br />team, not just two statements out of context. <br />Last week I had an opprotunity to meet and talk with Bruce <br />Sanderson, the first non medical assistant director of the Joint <br />Commission and now Administrator of Long Beach Community Hospital. <br />Mr. Sanderson initiated the two year survey instead of three and <br />up dated the standards to their present form. I asked Mr. <br />Sanderson if the report of the survey team of the Joint Commission <br />on accreditations would recommend a 4.7 million dollar construction. <br />His answer was NEVER. The Joint Commissions primary interest is <br />in standards, ie/ the physical enviroment in. which medical care <br />is rendered, Isolations Techniques, Air changes and flow, procedures <br />for internal and external emergency. There should be four disaster <br />drills each year for each shift and these procedures should be <br />documented. We should see the comments the Joint Commission Survey <br />Team has made regarding these areas. <br />As for the more room needed for X-Ray - Laboratory and medical <br />records, let's review this area. The same firm, Stone Marccini <br />and Patterson did the planning for the last major expantion of these <br />areas. The Cobalt Room was built and no provision made for a wait- <br />ing room at the inseption. Five years after the hospital was <br />completed the X-Ray and Labortory was expanded, illustrating poor <br />planning. <br />
