Jack Maltester, Mayor <br />Page 2 <br />If the medical records needs more room it is because a large <br />portion of medical records section was used for the computer <br />system. This area is one that needs a thorough investigation <br />by a firm such as Haskins & Sells, or Price Waterhouse. Attached <br />is a memorandum that came to me reviewing the activities of Eden <br />Hospital and Hospital Science of Northern California. I feel that <br />Eden Hospital has spent hundreds of thousands of dollars on this <br />computer system without proper need or benefit to the patients or <br />the district. <br />In conjunction with the 4.7 million dollar expantion, the <br />Eden Board is buying additional land, reproving it from the tax <br />rolls, yet there is a large area devoted to a private residence <br />that should be used before any additional land is aquired. These <br />new plans in no way utilize the ground this private residence is <br />occupying. Nor has the administration filed under Rule 28B, title <br />18 of the California Administration Code the beneficial use by a <br />private individual of this property: Letters from the office of <br />the Assessor are attached to verify this fact. I'm sure a proper <br />survey and building plan would find a better use of this land for <br />the district than a private residence. <br />Mayor Maltester, I'm sure you were as close to Bill Romwall <br />as anyone in San Leandro. Attached is his column of February 7, <br />1972, where he states, concerning Eden Hospital, "Certainly <br />something is wrong, and we the people need to find out what it is <br />and to see that it is corrected." In other columns he urged <br />Implimentation of Konig Report. That urged the appointment of a <br />co -administration for the professional services, and a survey by <br />a firm such as Booze Allen or A.T. Kearny and Company, both firms <br />capable of conducting a professional survey - and they would not <br />benefit by implementing their recommendations as was the case of <br />Stone Marccini and Pattersen. <br />In conclusion the letter uses another statement out of context. <br />From a report of the county planning commission dated April 19, 1972 <br />this is after the fact, after the tax payers have payed the second <br />installment of the 4.7 million dollar assesment. If the Board at <br />Eden Hospital thought their need for expantion was so overwhelming <br />why did they by pass the State Health Planning Council. This is a <br />Voluntary Healty Planning Agency designated by the legislature, they <br />hold public hearings to establish need. <br />Mayor Maltester, I urge you to use the auspices of your office to <br />bring about a complete survey of Eden Hospital, the computer system <br />and cost related to benefits, Profession Administration, land use, <br />and why the low utilization of present facility, and an opprotunity <br />to see all the documents - not just excerpts out of context. <br />Since ely, <br />Frederick A.
