District Action <br />A. The District's board must adopt a resolution initiating pro- <br />ceedings in compliance with LAFCO's resolution within 35 days <br />of that resolution. <br />1. They shall adopt a resolution initiating proceedings stating <br />requisite information. <br />2. (If they refuse, LAFCO may certify the County Board of Super- <br />visors to proceed in the District's place). <br />B. Notice and hearing. <br />1. Notice is given by publication, posting and mail. <br />2. At the hearing protests shall be read or heard. <br />3. Factors in deciding proposal. <br />a. Interest of landowners. <br />b. Interest of present or future inhabitants. <br />4. A majority protest (50/ assess:) d value or voters) 41 1 <br />4 <br />requires abandonment of the proceedings. No new pro- <br />ceeding allowed for one year. <br />5. No majority protest - a resolution ordering detachment <br />shall be made at the conclusion of the hearing, but: <br />a. They may require confirmation by the voters (if <br />lose, one year again). <br />b. They must require confirmation by the voters where a <br />25% protest has been made. <br />c. Said election may be ordered district -wide or in the <br />area to be detached if within the LAFCO resolution. <br />6. The board may proceed without notice, hearing or election <br />if authorized by LAFCO. <br />
