Meeting called to order and self -introductions made. <br />2. The most recent letter from Eden Hospital stating any further information the <br />committee wants should be obtained by the committee, was read. <br />3. Bob Bowen, president of the San Leandro Manufacturers' Association, stated his <br />directors supported San Leandro's de -annexation from the district and a letter to <br />the San Leandro city council to this effect has been written. <br />4. Don LaFave raised the question if the Chamber or committee had "inflamed" the <br />Eden Township Hospital board in any way which might have added to the communica- <br />tion problem. Floyd Prader stated the hospital had run in "ringers" in the early <br />part of the meeting the committee attended in November. Glenn Forbes stated <br />there were people who spoke at the meeting who were not part of the Chamber <br />committee but whom the Eden Township board may have connected with the com- <br />mittee in such a way that it may have upset the board. John Flannigan was of the <br />opinion our questions have been reasonable questions, but they may have caused <br />directors to get on their "high horse. " Glenn Forbes said that he felt the board did not <br />recognized its responsibility to itself and the public to issue publicity in advance <br />of meetings. Chairman Fowler concluded this portion of the discussion with the <br />statement it was time to recommend a position for the Chamber board to adopt. <br />5. Discussion was held on proceedings which could lead to San Leandro's withdrawal <br />from the district: <br />a. By "permissive" petition filed by the San Leandro city council with the Local <br />Agency Formation Committee. LAFCO could deny or refer to the district's <br />legislative body - the hospital's board of directors. A "mandatory" petition <br />may also be filed from 35% of the residents. <br />
