Arch, Finance Officer DEC 28 <br />SUBJECT: Hospital District Withdrawal Cin-OF SAN LEANORo <br />In response to your request regarding the attempt to withdraw from the <br />Hospital District by the City of Pleasant Hill I talked to James L. <br />Alkire, City Manager. According to Jim the new state law requires that <br />LAFCO shall study the boundaries of the Hospital District and therefore <br />the request for withdrawal was turned down without prejudice. He feels <br />that if enough pressure is exerted -through a petition, LAFCO and the <br />Board of Supervisors will reconsider. Evidently a part of the problem is <br />that the Hospital District is attempting to finance improvements through <br />a joint powers agreement with the County. Pleasant Hill feels that 40`%0 <br />of the patients come from outside the District and therefore the District <br />should be made bigger to take care of this situation. <br />Jim also gave a few suggestions in case there should be any attempt by <br />the City of San Leandro to withdraw from the Eden Hospital District. <br />He felt that a representative should attempt to find out from the Local <br />Agency Formation Commission what their reaction and timing would be in <br />case a request was made to them. He also felt that a petition from the <br />residents attempting to withdraw from the District would carry more <br />weight with the Board of Supervisors than requests from local organiza- <br />tions. Mr. Alkire indicated that if a change in boundaries as redrawn <br />by the Local Agency Formation Commission created a hardship in the area <br />that remained, the petition to withdraw would be turned down. <br />In summary the following should be the procedure in withdrawing from a <br />Hospital District: <br />1. Attempt to determine reaction of LAFCO <br />2. Have interested citizens take the case to <br />the people and obtain voters' signatures <br />3.
