Rugg, Community Development director J A N - 1971 <br />FROM <br />SUBJECT Procedure for Disposition of Excess County Land t%��T�at� Boulevard. <br />1 The proposal for architectural services to prepare the General development Plan <br />2 for this property was approved by the City Council on January 4, 1971. The Plan will <br />3 provide for the development of approximately 90 apartment units on the 2.611 acre site. <br />4 at an approximate total construction cost of $1-1/3 million. <br />5 The proposal provides that architectural work be completed in 90 days, or about <br />6 the middle of April, lg71. The resulting General Development Plan will be forwarded <br />7 to the County for review as a matter of courtesy and reviewed and approved formally <br />8 by our Planning Commission and City Council in the same manner as any planned develop- <br />9 ment. Particular care will be given to involving residents in the neighborhood adjacent <br />10 to the site, even though that area is not in the city. We tentatively plan to hold the <br />11 Planning Commission hearing on April 22nd and the City Council hearing on May 3rd. <br />12 We anticipate that the County will proceed under its own procedures to dispose_ <br />13 of the land to the highest bidder in accordance with the approved plan. We will <br />14 assist in this effort by preparing a modest amount of publicity, including a brochure <br />15 describing the land and the plan. The preparation of this brochure will be done in <br />16 this office. Distribution will be by both this office and the County to ensure the <br />v widest Dossible coverage. <br />18 In that preparation of publicity can take place during the hearing phase of the <br />19 program, distribution of publicity should be able to proceed right after City Council <br />20 approval of the General Development Plan, or before the middle of May. Actual sale <br />21 of the land should be able to take place before the end of the fiscal year, leaving <br />22 ample time for approval of Precise Development Plans and construction in the summer <br />23 and early fall by those buyers who wish to do so. <br />24 It is possible that it may be found advisable to hold some land off the market, <br />25 depending on the amount of buyer interest, condition of the money market, and other <br />FORM 063 <br />
