LAFC 274.04 <br />LOCAL AGENCY FORMATION COMMISSION OF ALAMEDA COUNTY <br />EXPLANATION OF REQUIREMENTS <br />Chapters 6.5 and 6.6 of Part 1, Division 2, Title 5, of the Government'Code charge the Local Agency <br />Formation Commission with responsibility for review and evaluation of proposals for the formation of, <br />or annexation to, local agencies. <br />The Commission is directed by law to review and approve or disapprove with or without amendment, <br />wholly, partially, or conditionally, proposals for the incorporation of cities, proposals for the creation <br />of special districts, and proposals for the annexation of territory to local agencies within the County, <br />The Commission has adopted standards and procedures for the evaluation of such proposals pursuant to <br />law. <br />Factors required by law to be considered by the Commission in the review and evaluation of such pro- <br />posals include but are not limited to: <br />(1) Population: population density, land area and land uses; per capita assessed <br />valuation; topography, natural boundaries, and drainage basins; proximity to other <br />po pilated areas, the likelihood of significant growth in the area, and in adjacent <br />incorporated and unincorporated areas, during the next 10 years. <br />(2) Need for organized community services, and present cost and adequacy of govern- <br />mental services and controls in the area, probable future needs for such services <br />and controls; probable effect of the proposed formation and of alternative courses <br />of action on the cost and adequacy of services and controls in the area and adjacent <br />areas. <br />(3) The effect of the proposal, and of alternative actions, on adjacent areas, on mutual <br />social and economic interests and on the local governmental structure of the county. <br />In conformance with the rules of the Commission and to permit the Commission to review thoroughly a <br />proposal, it is necessary that the following forms be completed and filed with the Commission: <br />(1) Notice of Intention (7 copies) <br />(2) Questionnaire (7 copies) <br />(3) Map (7 copies) <br />(4) Description of Boundaries (7 copies) <br />All required forms may be secured from the Executive Officer. However, the rules of the Commission <br />provide that the information required may be filed in substantially the same form as the official forms <br />provided by the Commission. <br />
