LAFC 274.04 LOCAL AGENCY FORMATION COMMISSION OF ALAMEDA COUNTY EXPLANATION OF REQUIREMENTS Chapters 6.5 and 6.6 of Part 1, Division 2, Title 5, of the Government'Code charge the Local Agency Formation Commission with responsibility for review and evaluation of proposals for the formation of, or annexation to, local agencies. The Commission is directed by law to review and approve or disapprove with or without amendment, wholly, partially, or conditionally, proposals for the incorporation of cities, proposals for the creation of special districts, and proposals for the annexation of territory to local agencies within the County, The Commission has adopted standards and procedures for the evaluation of such proposals pursuant to law. Factors required by law to be considered by the Commission in the review and evaluation of such pro- posals include but are not limited to: (1) Population: population density, land area and land uses; per capita assessed valuation; topography, natural boundaries, and drainage basins; proximity to other po pilated areas, the likelihood of significant growth in the area, and in adjacent incorporated and unincorporated areas, during the next 10 years. (2) Need for organized community services, and present cost and adequacy of govern- mental services and controls in the area, probable future needs for such services and controls; probable effect of the proposed formation and of alternative courses of action on the cost and adequacy of services and controls in the area and adjacent areas. (3) The effect of the proposal, and of alternative actions, on adjacent areas, on mutual social and economic interests and on the local governmental structure of the county. In conformance with the rules of the Commission and to permit the Commission to review thoroughly a proposal, it is necessary that the following forms be completed and filed with the Commission: (1) Notice of Intention (7 copies) (2) Questionnaire (7 copies) (3) Map (7 copies) (4) Description of Boundaries (7 copies) All required forms may be secured from the Executive Officer. However, the rules of the Commission provide that the information required may be filed in substantially the same form as the official forms provided by the Commission.
