DICKIE, M.D. <br />DIRECTOR OF PUBLIC NQALTN <br />November 42 1938 <br />City Clerk <br />San Leandro <br />California <br />Dear Sir <br />Application of your City, dated July 21, 1938, <br />for .?ermit to conduct a combined. sewace and garbage d.is- <br />posal plant, including digestion, and located. at San <br />Leandro beach, and_ for disposal of the effluent into the <br />bay 1000 ft. from shore, has been considered by this De- <br />iogrtment. <br />GRORGE N. TERRY, M.D. <br />Our investigations indicate that to remove danger- <br />ous bacterial contamination from San Leandro beach, the out - <br />fall should be extended to approximately 4000 ft. from the <br />beach. Until so extended, we believe all precautions should <br />be tal�en to prevent the use of the beach by recreationists. <br />With this explanation, permit has been granted as <br />applied for on condition that: <br />1.) No nuisance or menace to health shall be created by this <br />disposal. <br />2.) Additional plant units and any odor control measures as <br />found necessary small be provided. <br />3.) In the event that use of this beach cannot be prevented, <br />the outfall shall be extended to insure against bacterial con- <br />tamination. <br />4.) This permit action is based on the preliminary plans <br />furnished with the application.
