Nove:nb-lr 19, 1?38, ratified the action of its <br />Executive Officer on November 4, 19?8, in granting permit <br />on the City's application of July Il, 1078, to conduct a <br />combined sewage and garbage disposal plant located at San <br />Leandro Beach at the foot of Davis Street, aril to dispose <br />of effluent into the San Francisco Bay 1000 feet from shone. <br />The Bo-ird has instructed. me to again place special <br />emn�iasi_s on the following views which -rrere :incorporated in <br />my letter of November 4, 1938. <br />1. No nuisance or menace to health shall be <br />created by this disposal. <br />2. Additional plant units and any odor control <br />-ueasures as found necessary shall be provided. <br />3.
