IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2022- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO <br />APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A <br />CONSULTING SERVICES AGREEMENT WITH NBS GOVNERMENT FINANCE <br />GROUP, DBA NBS, FOR THE PREPARATION OF A COST ALLOCAITON PLAN, <br />COMPREHENSIVE USER FEE STUDY, AND DEVELOPMENT IMPACT FEE <br />STUDY FOR AN AMOUNT NOT TO EXCEED $149,800 <br /> <br /> <br />WHEREAS, the City Council has prioritized fiscal sustainability and transparency; and <br />WHEREAS, the City desires to update its Cost Allocation Plan to more accurately <br />allocate actual expenditures to all City funds, departments and divisions for administrative and <br />overhead costs; and <br />WHEREAS, the Master Fee Schedule compiles City Council-approved fees for specific <br />City services provided to individuals in the community; and <br />WHEREAS, limited tax revenues support these direct services given the unique benefit to <br />individual members of the public; and <br />WHEREAS, agencies are allowed to set fees at rates providing fair and reasonable <br />recovery of costs incurred in providing the services, minimizing, or eliminating use of general <br />tax revenues; and <br />WHEREAS, the City desires to also prepare a Comprehensive User Fee Study to improve <br />cost recovery and Development Impact Fee Study accommodate the impact of future growth on <br />infrastructure and City services; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City Council of the City of San Leandro hereby RESOLVES <br />as follows: <br />That sufficient funding exists in the current Fiscal Year 2022-2023 amended budget for <br />this project’s fully burdened costs; and <br />That said agreement is hereby approved and execution by the City Manager is hereby <br />authorized. <br />Introduced by Councilmember and passed and adopted this 7th day of November <br />2022, by the following <br />vote: <br /> <br />Members of the Council: <br /> <br />AYES: <br /> <br />NOES: <br />
