2 EXISTING CONDITIONS <br /> San Leandro Crosstown Corridors Study 2-24 <br />Traffic Volume and Operations <br />The average daily traffic between I-880 and San Leandro Boulevard is 9,822 <br />(2016) and the 85th percentile speed is 31 MPH (2016). <br />Traffic operations at six intersections were studied, including traffic count <br />collection and operational analysis: Williams Street at Doolittle Drive, <br />Westgate Parkway, Merced Street, Orchard Avenue, Alvarado Street, and San <br />Leandro Boulevard. Each of the six study intersections along Williams Street <br />are currently operating at a Level of Service rating C or above in the PM peak <br />hour. During the AM peak hour, the intersections at Merced Street and San <br />Leandro Boulevard are operating at Level of Service D and E, respectively. <br />The highest delay occurs at San Leandro Boulevard in the AM peak hour. Queue <br />lengths exceed the existing storage lengths at Doolittle Drive and San Leandro <br />Boulevard in both the AM and PM peak hours. <br />Parking and Loading <br />Parking is permitted on almost all blocks east of I-880 with a few exceptions. <br />There is no parking on many segments in the industrial area west of I -800. <br />Parking occupancy varies significantly depending on adjacent land use. Few to <br />no vehicles are parked in all industrial areas and school zones at night (less <br />than 20% occupancy). Curb occupancy is higher in residential areas, <br />particularly between Alvarado Street and Orchard Avenue (70-84% <br />occupancy). School zones are over capacity during bell times with frequently <br />blocked red curbs, bus stops, or bike lanes. Full parking occupancy maps are <br />provided as an attachment in Appendix B, the existing conditions report. <br />Truck Routes <br />Williams Street is a designated truck route west of I-880 and intersects with <br />other truck routes at Merced Street and Doolittle Drive .
