<br /> <br /> <br />Consulting Services Agreement between City of San Leandro and Last revised 11/03/2022 <br />ALEX GREENWOOD GROUP FOR TECHNICAL ASSISTANCE Exhibit A – Page 1 of 4 <br /> <br />EXHIBIT A <br />SCOPE OF SERVICES <br /> <br />Consultant will provide services in the development and implementation of workplans to assist in the following <br />economic development programs:  <br />• One-on-one assistance and other services for businesses to help on topics of business need.  <br />• Promoting small businesses and encouraging residents to shop them through social media, <br />promotional campaigns, loyalty programs, and events.  <br />• Grants for businesses to benefit those most greatly impacted by the COVID pandemic <br />• City service delivery improvements <br />• Performance Metrics Technical Support and Analysis  <br />  <br /> <br /> <br />Task 1: Technical Assistance – Partnerships for Local Entrepreneur Support <br />Research additional technical, advocacy, and other assistance of value to San Leandro businesses and <br />identify and recruit existing and, as needed, develop or expand partners and oversee the delivery of <br />assistance to demonstrate improvements to the success of local entrepreneurs   <br /> <br />Deliverable #1: Develop a Technical Assistance (TA) workplan: <br /> <br />1A. Research the needs, under-utilized resources, and opportunities for high-impact business technical <br />assistance beyond what is currently offered by regional assistance organizations, chambers of <br />commerce, and other partners based on local information. This should include cultural and language <br />barriers. At a minimum, technical assistance should consider workshops, counselling, and events. The <br />research should consider business targets by size and industry. <br /> <br />1B: Analysis: <br />• Evaluate regional TA provider capacity and interest in better connecting with San Leandro <br />businesses (e.g., local counselors, community-representative advisors, targeted <br />communications…). <br />• Identify technical assistance providers able to augment existing assistance. <br />• Create approach to form or strengthen relationships with existing and new technical assistance <br />partners. <br />• Develop sustainable City and partner performance measures and baseline measures to evaluate <br />program success. <br />• Consider local chamber of commerce capacity and methods to build existing or new <br />organizations. <br />• Review existing City website and identify technical assistance areas for improvement. <br />• Consider ways to expand assistance with limited City staff effort <br /> <br />1C: Produce an internal memo to City staff summarizing the findings from the Analysis Phase (1B) along with <br />recommendations. <br /> <br />DocuSign Envelope ID: 244A0595-7446-446F-BDD4-0F31CAF66802
