<br />Consulting Services Agreement between City of San Leandro and Last revised 03/09/2023 <br />Housing Consortium of The East Bay for Winter Warming Center Exhibit A – Page 1 of 3 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />SCOPE OF WORK: <br />I. Definitions <br />Winter Warming Services: provides individuals experiencing homelessness with indoor shelter on <br />scheduled days during the months in which inclement weather is anticipated. In addition, the Winter <br />Warming Center provides two meals per day, and access to support including referrals to resources. <br />Homeless Individuals: an individual with a primary nighttime residence that is a public or private place not <br />designed for or ordinarily used as a regular sleeping accommodation for human beings, such as in a car, <br />park, tent, or abandoned building, or on a bus or train. <br />II. Services to be Provided <br />Consultant shall implement the Winter Warming Center program serving homeless individuals. Under this <br />Agreement, the Consultant will provide direct services to clients, coordinate programs and activities, and <br />operate the Winter Warming Center. <br /> <br />The shelter will operate from 5:00 PM to 7:00 AM for three nights per week. <br />At a minimum Consultant will ensure that the following service components will be provided: <br />a. Serve up to 25 guests per night. <br />b. Adhere to the program core values that prioritize a housing first model, harm reduction approach, <br />trauma informed care, and cultural competency, racial equity, and inclusivity in all facets of <br />governance, operation, management, and service provision. <br />c. Provide a welcoming, safe, sanitary, and inclusive environment for all participants and guests from <br />all walks of life, regardless of race, creed, gender identity, color, or religion. Any person in need: <br />men, women, LGBTQ, is welcome to receive services without judgment. <br />d. Develop a clearly defined staffing plan and reporting responsibilities to support planned activities <br />and programs. <br />e. Develop an outreach plan to inform potential clients and service providers about the program's <br />availability. <br />f. Provide the following staffing for each day of operation: <br />a. 4pm – Midnight <br />i. Program Supervisor / Service Coordinator x1 <br />ii. Shelter Staff x2 <br />b. Midnight – 8am <br />i. Shelter Staff x2 <br />g. On open nights and mornings, shelter operating hours will be 5:00 pm to 7:00 am. <br />h. On open nights, from 4:00 pm to 5:00 pm conduct cleaning and sanitizing and set up sleeping <br />arrangements prior to open hours. <br />a.
