IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2023- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO AUTHORIZE <br />THE CITY MANAGER TO ACCEPT AND EXECUTE ALL DOCUMENTS RELATED <br />TO THE GRANT FUNDS AWARDED BY THE CALIFORNIA STATE LIBRARY’S <br />CLLS ELS GRANT TO FUND THE SAN LEANDRO PUBLIC LIBRARY’S PROJECT <br />LITERACY EFFORTS FOR ADULT ENGLISH AS A SECOND LANGUAGE <br />INSTRUCTION IN THE AMOUNT OF $18,790 <br /> <br />WHEREAS, California Library Literacy Services (CLLS), governed by the California <br />Library Literacy and English Acquisition Service Program (Attachment Exhibit A1), established <br />by the California State Library in 1984 under the name The California Literacy Campaign to <br />help reduce the high level of illiteracy in California and connect more Californians with <br />public libraries; and <br /> <br />WHEREAS, in 1985, the California Legislature established support for the program <br />through the California Library Services Act, and in 1988, the legislature funded the Families for <br />Literacy Initiative to help libraries reach and serve the children of adult literacy learners; and <br /> <br />WHEREAS, Project Literacy at the San Leandro Public Library was originally <br />established in 1989 with a five-year CA State Library Literacy fund and has continued since to <br />receive grant funding to maintain a basic adult and family literacy program and provide new <br />expanded services in order to meet the current needs of the community; and <br /> <br />WHEREAS, San Leandro Public Library was awarded CLLS funding of $95,105 for <br />FY 2022-2023 to continue to provide the Project Literacy program that provides services to <br />low-literate adults and families who speak English very well; and <br /> <br />WHEREAS, Project Literacy was awarded additional CLLS ESL funding of $18,790 for <br />FY 2022-2023, to enhance Project Literacy’s services to the community by including ESL <br />services as part of the literacy program so that Project Literacy can accept new adult students <br />who speak English less than very well to participate in and benefit from Project Literacy’s newly <br />proposed ESL services. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br /> <br />1. That City Council accepts, and the City Manager is authorized to execute all documents <br />related to the CLLS award for new ESL literacy and ESL tutoring services and programs <br />totaling $18,790; and <br /> <br />2. That an appropriation of the CLLS ESL funding of $18,790 in revenue account #150- <br />3607 and expenditure account #150-68-021 is approved; and <br />
