IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2023- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO <br />MAKE A SOLE SOURCE PURCHASE FINDING, APPROVE A PURCHASE <br />AGREEMENT(S) FOR THE PURCHASE AND OUTFITTING OF TEN POLICE <br />VEHICLES, IN AN AMOUNT NOT TO EXCEED $864,774.00 AND <br />AUTHORIZING THE CITY MANAGER TO EXECUTE ALL AGREEMENTS AND <br />DOCUMENTS TO EFFECT THE SAME <br /> <br />WHEREAS, the City annually replaces police vehicles according to a replacement <br />schedule; and <br /> <br />WHEREAS, City Council deferred all Police vehicle replacements in Fiscal Year 2020- <br />2021; and <br /> <br />WHEREAS, staff proposes procuring ten vehicles, including the equipment needed to <br />outfit each; and <br /> <br />WHEREAS, Staff learned that due to a limited number of days for ordering because of <br />a variety of reasons and factors, including a current shortage in Police Fleet Patrol Vehicles due <br />to lack of production, staff would need to sole source purchase the vehicle order. <br /> <br />WHEREAS, the total amount of the purchase for all ten vehicles, including delivery, <br />will not exceed $614,740.00 dollars; and <br /> <br />WHEREAS, the outfitting of the new vehicles will be completed by Priority 1 Public <br />Safety Inc., and <br /> <br />WHEREAS, Priority 1 Public Safety, Inc. is already under contract with the City to <br />purchase and install all the necessary equipment to outfit each vehicle according to Police <br />Department specifications, the estimated cost of which is $250,034.00 for all ten vehicles; and <br /> <br />WHEREAS, This Council action would reallocate $864,774.00. Since the reallocated funds <br />would be exclusively derived from salary savings from the previously adopted FY 2022-2023 budget, <br />no additional appropriations would be required. (Account number 690-16-003). <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br /> <br />That the ten replacement vehicles may be purchased from Future Chevrolet and outfitted <br />to police department specifications, for a sum not to exceed $864,774.00; and <br /> <br />That the procurement from Future Chevrolet and Priority 1 Public Safety, Inc. are <br />justified as a sole source purchase under Cal. Public Contract Code sections 3400(c)(2) and <br />(c)(3) in order to match other products in use, and because the necessary equipment and items <br />are only available from one source; and <br /> <br />That the City Manager is authorized to execute the said purchase agreement(s) and all <br />other documents related to the purchase. <br /> <br />
