WRT | RFP No. 60149: San Leandro Comprehensive Parks Master Plan 52 <br />Fresno Parks Master Plan + Implementation <br />Fresno, CA <br />The Fresno Parks Master Plan, Imagine Your Parks 2050, was led by WRT and PROS <br />Consulting and adopted by Council in 2018. This was the City’s first parks plan since 1989, <br />and it came at a much needed time given Fresno’s growth over the past 27 years, and its <br />new commitment to infill and revitalization. The team worked with the City of Fresno Parks <br />Department to re-evaluate the level of service classification, analyze areas of need, and plan <br />for future growth with on-the-ground parks assessments and extensive GIS mapping related <br />to park access, park amenities, and demographics. The plan focuses on the principles of <br />access, equity, health, and safety. Extensive engagement across the city’s neighborhoods <br />resulted in widespread enthusiasm for renovating existing parks to overcome inequities. <br />The Master Plan’s key findings about the profound need for reinvestment helped provide a <br />basis for local advocacy for Measure P, a sales tax surcharge approved by Fresno voters in <br />2018. With Measure P now in effect, WRT is assisting the City to guide data-driven, equity- <br />based implementation. Working with a newly-formed Parks, Recreation and Arts Commission, <br />we have define and mapped “highest-need neighborhoods” and created a framework for <br />prioritizing existing parks and areas for future parks.
