RFP No. 60149 Comprehensive Parks Master Plan Page 3 of 44 <br /> <br />REQUEST FOR PROPOSALS FOR <br />COMPREHENSIVE PARKS MASTER PLAN IN PARTNERSHIP WITH <br />SAN LEANDRO UNIFIED SCHOOL DISTRICT AND <br />SAN LORENZO UNIFIED SCHOOL DISTRICT <br /> <br /> <br /> <br />I. INTRODUCTION <br /> <br />The City and school districts of San Leandro (City and school districts) serve a diverse <br />community of approximately 91,000 residents located in the East Bay of the San Francisco Bay <br />Area, located between Oakland to the northwest and unincorporated Ashland to the southeast. <br />The City and school districts are home to several active recreational parks as well as smaller, <br />neighborhood parks. <br /> <br />The two school districts within the city, San Leandro Unified and San Lorenzo Unified, also <br />have a vast set of recreational property assets and interests. Some are currently utilized by the <br />city and school districts in partnership for broader community access and recreational <br />programming. <br /> <br />The City and school districts are seeking a professional services team to provide the necessary <br />planning services to conduct a Comprehensive Parks Assessment (Assessment) and to create a <br />Parks Master Plan (The Plan). The Assessment shall include a Current State Analysis of the <br />parks system’s existing assets and Needs Assessment informed by community input. The City <br />and school districts also desire to establish a comprehensive inventory of recreational assets <br />owned by the school districts. The findings from the Assessment shall inform priorities and <br />implementation strategies of the Plan. The goal of this project is to establish a shared, clearly <br />defined vision for the City and school districts’ parks system and other school-owned community <br />assets (within the City of San Leandro) that is driven by community input. The Plan will provide <br />guidance for both short- and long-range planning related to parks and recreation in the <br />community and establish a baseline set of standards for all parks and recreational assets system- <br />wide. <br /> <br /> <br />II. BACKGROUND <br /> <br />In 1998, the City and school districts undertook a Parks Needs Assessment prepared by the, <br />Community Services Department, to create a long range plan to guide the development, <br />operation, and maintenance of the City’s park and open space system. The City and school <br />districts desire to better understand the current usage of our existing parks and recreational <br />assets, the needs and desires of our community, and the allocation of funding needed to maintain <br />existing assets, implement proposed park improvements, and improve utilization for recreational <br />purposes system wide. <br /> <br /> <br />
