PROJECT OVERVIEW AND OBJECTIVES <br /> <br />The City and school districts want to approach the project in four (4) phases— 1) a Washington <br />Manor Park site specific Master Plan; 2) assess what we have, including the general condition of <br />the assets; 3) determine what the community wants and how to meet their needs; and then 4) <br />based on those findings, create a Parks Master Plan to guide future investments. Consultants are <br />also encouraged to present their own concepts to produce a comprehensive Plan. <br /> <br />Phase 1 – Washington Manor Park Site Specific Master Plan <br />• Provide an analysis of and update to the Washington Manor Park Condition Assessment <br />and Washington Manor Park capital plans <br />• Review related planning efforts, community demographics, and assess current operations <br />• Conduct public outreach activities to collect community input from each of the City’s six <br />Council districts <br />• Identify and analyze demographics and recreation trends <br />• Identify unmet current and future needs <br />• Identify staffing and ongoing maintenance funding needs and strategies for effective <br />operations <br />• Identify funding and revenue sources for long-term financial sustainability <br />• Prepare final plan document that provides separate recommendation related to <br />Washington Manor Park <br /> <br />Phase 2 - Current Asset Assessment <br />• Review and update the most recent Park/Facility Condition Assessment <br />• Provide an analysis based on the review of the Park/Facility Condition Assessment <br />• Review related planning efforts, community demographics, and assess current operations <br /> <br />Phase 3 - Needs Assessment <br />• Conduct public outreach activities to collect community input from each of the City’s six <br />Council districts <br />• Identify unmet current and future needs in the parks system and school districts’ <br />recreation-related properties <br />• Identify and analyze demographics and recreation trends <br />• Prioritize park improvements, development, and potential future park acquisitions <br />• Identify staffing and ongoing maintenance funding needs and strategies for effective <br />operations <br />• Identify funding and revenue sources for long-term financial sustainability <br />• Identify potential recreation opportunities for the community on school districts’ <br />recreation assets. <br />• Identify and recommend General Plan updates and/or City policies needed to carry out <br />goals and objectives. <br /> <br /> <br /> <br /> <br />
