City of San Leandro <br />City Council <br />Meeting Date: June 5, 2023 <br />Agenda Number: 10.f. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-217 <br />File Type: Staff Report <br />Adopt A Resolution To Authorize The City Manager To Execute A Submission Request To The <br />Metropolitan Transportation Commission (MTC) For The Allocation Of Fiscal Year 2023-2024 <br />Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle Project Funding To Install <br />Pedestrian Improvements <br />COUNCIL PRIORITY <br />·Infrastructure <br /> SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution that authorizes the City Manager to <br />submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of <br />Fiscal Year 2023-2024 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle <br />project funding to install pedestrian improvements. <br />BACKGROUND <br />The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County <br />initiated by the State Legislature, funds the TDA grant program. In the nine-county Bay Area <br />region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. Each year, <br />the MTC allocates TDA funds to eligible claimants after review of applications from counties and <br />congestion management agencies. Alameda County is responsible for submitting an annual <br />program of projects that are implemented by each local agency in the county. The TDA funds are <br />distributed by population. <br />Analysis <br />Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout <br />the City. The City is entitled to $141,443 for this next fiscal year (FY 2023-2024). The TDA funds <br />will be used to install pedestrian improvements. The work will be completed as part of the City’s <br />Sidewalk Repair project (2023.0060), which has been expanded to include requested curb ramp <br />installations not associated with street resurfacing work. <br />Current Agency Policies <br />·Maintain and enhance San Leandro’s infrastructure <br />Previous Actions <br />Page 1 City of San Leandro Printed on 5/31/2023
