City of San Leandro <br />City Council <br />Meeting Date: July 10, 2023 <br />Agenda Number: 10.h. <br />Agenda Section: ATS Review <br />File Number: 23-258 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Enter into a Project Funding <br />Agreement with the Alameda County Transportation Commission for Grant Funding for the Fairway <br />Drive Traffic Calming Project, Accept $58,000 in Grant Funds and Authorize Appropriation of $6,653 <br />in Matching Funds <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY & RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to enter into <br />a project funding agreement with the Alameda County Transportation Commission for the <br />Fairway Drive Traffic Calming Project. <br />BACKGROUND <br />The Alameda County Transportation Commission (Alameda CTC) administers funding <br />programs consisting of Measure B, Vehicle Registration Fee, Measure BB, Transportation <br />Fund for Clean Air, and federal One Bay Area Grant Cycle 3 Programs for projects and <br />programs that benefit the Alameda County transportation system. The Comprehensive <br />Investment Plan (CIP) is Alameda CTC's near-term strategic planning and programming <br />document through which fund sources administered by Alameda CTC are programmed <br />through a consolidated process to maximize investments towards critical transportation <br />infrastructure and program operations needs that are essential for developing and maintaining <br />the county's transportation system. <br />In June 2022, the City applied for grant funding for the Fairway Drive Traffic Calming Project <br />in the amount of $777,000 as part of Alameda CTC’s 2022 CIP. <br />The Fairway Drive Traffic Calming project is proposed to improve the existing Class II bike <br />lanes on Fairway Drive from Doolittle Drive to Nicholson Street by converting them into Class <br />IV bike lanes. This bike route will create a more welcoming and safer experience for riders <br />heading to the Marina since this route goes through an industrial zone. <br />Analysis <br />Alameda CTC allocated $58,000 in local CIP grant funding to the City in FY 2023-2024, with a <br />local match of 11.47%, which is $6,653.
