City of San Leandro <br />City Council <br />Meeting Date: July 10, 2023 <br />Agenda Number: 10.i. <br />Agenda Section: ATS Review <br />File Number: 23-261 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Award a $1,385,330 Construction <br />Contract to Basset Engineering for the Sanitary Sewer Point Repairs 2022 and Wicks Boulevard <br />Vault Cover Replacement Project, Project No. 2022.0120; to Authorize the City Manager to Negotiate <br />and Approve Individual Change Orders Up to 5% (or $69,267) of the Original Contract Amount; to <br />Authorize the City Manager to Negotiate and Approve Change Orders up to a Cumulative Value not <br />to Exceed 25% (or $346,333) of the Original Contract Amount and to Appropriate $500,000 from the <br />Water Pollution Control Plant Enterprise Funds <br />COUNCIL PRIORITY <br />·Public Safety <br />·Infrastructure <br />SUMMARY <br />This contract provides for the repair or replacement of sanitary sewer pipeline facilities <br />throughout the City and the replacement of sanitary sewer vault covers at two (2) locations on <br />Wicks Boulevard. <br />RECOMMENDATIONS <br />Staff recommends the following actions: <br />·Award a construction contract to Basset Engineering in the amount of $1,385,330; <br />·Authorize the City Manager to negotiate and approve individual change orders up to <br />5% (or $69,267) of the original contract amount; <br />·Authorize the City Manager to negotiate and approve change orders up to a cumulative <br />value of 25% (or $346,333) of the original contract amount; and <br />·Appropriate $500,000 from the Water Pollution Control Plant Enterprise funds for the <br />subject project. <br />BACKGROUND <br />City staff routinely inspects the condition of the sanitary sewer main lines and manholes in the <br />City’s service district. The sanitary sewer point repairs project is based upon the inspections <br />that have identified locations of defects or deteriorated facilities to the point that repairs are <br />needed or may be needed soon. Locations that require a significant amount of repetitive <br />maintenance by Public Works, if within the proximity of a repair project, are also included in <br />the scope of work. <br />On April 17, 2023, by Resolution No. 23-039, the City Council rejected the bids previously <br />submitted for the subject project because the bids did not comply with the Local Business <br />Page 1 City of San Leandro Printed on 6/14/2023
