File Number: 23-279 <br />Administration budget. The City affirmatively furthers fair housing regulations by contracting <br />with the nonprofit ECHO Housing to provide fair housing services. All five grantees were <br />approved by the City Council as part of the FY 2023-2024 HUD Annual Action Plan. <br />Public Services: <br />CALICO - Child Abuse Intervention Project - $22,000 <br />·Provides family support services for children who have suffered abuse. <br /> <br />Davis Street Family Resource Center - Basic Needs Program - $30,000 <br />·Provides food, clothing, childcare, job readiness training, medical and mental health <br />clinics, and social services to low-income people. <br /> <br />SOS/Meals on Wheels - Meal Delivery to Homebound Seniors - $39,000 <br />·Provides support services to low -income seniors. <br /> <br />Spectrum Community Services - San Leandro Senior Nutrition Program - $30,342 <br />·Serves seniors hot, nutritious meals in supportive settings. <br /> <br />General Administration: <br /> <br />ECHO Housing - Fair Housing Counseling - $20,000 <br />·Provides fair housing services. <br />Analysis <br />HUD announced CDBG allocations nationally on February 27, 2023 and the City’s FY <br />2023-2024 allocation is $808,949. The FY 2023-2024 CDBG entitlement grant funding <br />amount increased by over 8% from last year’s pro-rata share. <br />The City issued the Two-Year FY 2023-2025 Public Services Request for Proposals in early <br />December 2022. CDBG funds (statutorily capped at 15% of the total CDBG annual <br />entitlement grant plus prior year program income for public services). There was no program <br />income this year. There is a total of $121,342 in funding available from CDBG for Public <br />Services grants in FY 2023-2024 ($808,949 x 15%). <br />For CDBG General Administration, HUD allows entitlement cities and counties up to 20% of <br />the total CDBG allocation. Therefore, a total of $161,790 ($808,949 x 20%) is available for the <br />administration of CDBG funded activities including the provision of federally mandated fair <br />housing services. Of the $161,790 grant for CDBG general administration costs, $20,000 was <br />approved to fund ECHO Housing to continue providing fair housing services to San Leandro <br />residents. <br />All five projects were approved by the City Council as part of the FY 2023-2024 HUD Annual <br />Action Plan. <br />Current Agency Policies <br />Page 2 City of San Leandro Printed on 6/14/2023
