12 <br /> <br /> <br />Ordinance No. 2022-017 sets the Councilmembers’ salary at $ 1,323 per month, or <br />$15,876 annually. <br />Ordinance No. 2022-018 sets the Mayor’s salary at $2,646 per month, or $31,752 <br />annually. <br /> <br />The Mayor shall receive a salary established by ordinance as approved by a majority <br />of the City Council. Also, the Mayor shall be entitled to the same benefits and <br />reimbursement for expenses as are Councilmembers. (Section 260, City Charter) <br /> <br />The Mayor is provided a car allowance of Three Hundred Seventy-Five Dollars <br />($375.00) per month or $4,500 annually, instead of the travel reimbursement afforded <br />other Councilmembers. (San Leandro Administrative Code, Title 1, Chapter 5.) <br />(Appendix A--Guidelines regarding the Setting of the Mayor’s Salary, are included for <br />reference at the back of the handbook. These guidelines were approved by the City <br />Council on February 4, 2002.) <br />NON-INTERFERENCE WITH ADMINISTRATIVE SERVICE <br />The Mayor and Council Members shall not interfere with the execution of the <br />powers and duties of the City Manager; this includes interference with hiring <br />appointments or terminations of City staff. Except for inquiry, the Mayor and <br />Council Members shall not direct any subordinate of the City Manager. The <br />Mayor and Council must deal with the City Manager directly on all matters <br />related to administrative service. (Section 345, City Charter) <br /> <br />All directions or requests from Council Members that requires city staff action or <br />response must be raised with the City Manager. If the City Manager is unable to <br />remedy the issue immediately, Council Members are encouraged to exercise <br />patience and remember that the City Manager reports to the entire Council. <br />There will often be instances when Council Members disagree, and the City <br />Manager should be afforded the time to address the issue adequately. <br /> <br />COUNCIL GOALS AND PRIORITIES <br />Goal setting requires time, energy and a well-defined process. City Council planning <br />workshops are held with the City Manager and the City’s senior management team to <br />review progress on goals previously set, establish priorities, and define new goals and <br />objectives for the City. While time-consuming, there are advantages to setting goals: <br /> <br />Goal setting gives the Council a basic framework for action. <br />Goal setting helps the Council spend its time more wisely. <br />Goal setting provides a framework to present individual priorities <br />Goal setting gives the City Manager clear guidelines to get the job done; <br />Goal setting gives the Council and staff essential budget guidelines. <br />Goal setting gives the Council an evaluation tool. <br />
