38 <br /> <br />staff support, postage, etc., unless explicitly stated that such correspondence <br />are the views of the Councilmember individually and not those of the whole <br />Council, shall reflect a majority position of the Council. All Councilmember <br />correspondence using City resources shall be available to the full council. The <br />City Clerk is the custodian of the official City Seal. The City Seal shall not be <br />altered and is to be used only on official City documents. This rule does not <br />apply to the Mayor. <br /> <br />COMMUNICATIONS WITH STAFF <br /> <br />Under the San Leandro City Charter Section 345, the City Council and its members, <br />except for inquiry, shall deal with administrative services solely through the City <br />Manager, and neither the City Council nor any member thereof shall give orders to <br />any of the subordinates of the City Manager. A Councilmember shall not direct staff to <br />initiate any action, change a course of action, or prepare any report that is significant, <br />nor shall a councilmember initiate any project or study without the approval of a <br />majority of the Council. <br /> <br />Regarding an agenda item question, Councilmembers are encouraged to <br />contact staff members to ask questions for clarification before the meeting at <br />which the subject will be discussed. <br />
