39 <br /> <br />CHAPTER 7 – RESOLUTIONS, ORDINANCES AND MINUTE ORDERS <br /> <br />METHOD OF ACTION <br />Actions of the City Council shall be taken by ordinance, resolution or motion. (SLMC, <br />Section 1-1-300) <br />An ordinance or resolution may be adopted by motion and shall require the <br />affirmative votes of a majority of the entire Council membership. (SLMC 1-1-305) <br /> <br />ORDINANCES AND RESOLUTIONS – READING <br />At the time of its introduction or adoption, an ordinance or resolution shall be read by <br />title only, unless a Councilmember or the Mayor requests that the ordinance or <br />resolution be read in full. Any matter designated as a consent item regularly <br />appearing on the City Council agenda and available for public inspection on the <br />City’s website and in the City Clerk’s Office may, by the motion of the City Council, be <br />deemed to have been read by title. (SLMC, Section 1-1-310) <br /> <br />RESOLUTIONS – ADOPTION/EFFECTIVE DATE <br />Each Resolution shall become effective upon adoption, or at a later date specified <br />within. <br /> <br />ORDINANCES – ADOPTION <br />No ordinance shall be adopted within five (5) days after its passage to print, at the first <br />reading. (SLMC, Section 1-1-330) If an ordinance is passed to print by a unanimous <br />vote of the whole Council, then the second reading to adopt the ordinance may be <br />placed on a subsequent regular City Council meeting on the Consent Agenda. <br /> <br />ORDINANCES – ALTERATION PROHIBITED <br />No ordinance shall be altered as to a matter of substance after its passage to print at <br />the first reading. Correction of typographical or clerical errors shall not constitute <br />alteration as to a matter of substance. <br />(SLMC, Section 1-1-335) <br /> <br />ORDINANCES – EFFECTIVE DATE <br />Each ordinance shall be effective thirty (30) days after its adoption, or at a later date <br />specified therein. Notwithstanding the above reference, an ordinance may be <br />introduced and adopted at the same meeting, and shall be effective upon adoption, <br />if it is an ordinance: <br />a) Relating to an election; <br />b) For the immediate preservation of the public peace, health or safety, <br />containing a declaration of the facts constituting the urgency; <br />c) Relating to public improvement proceedings; <br />d) Relating to taxes for the usual and current expenses of the City; <br />e) Annexing territory to the City;
